Trade Sustainability Impact Assessment of the Trade Part of the Association Agreement between the European Community and the Andean countries

The EU-Andean Trade Sustainability Impact Assessment (SIA) relates to the negotiations of the Trade Part of the Association Agreement to be negotiated between the European Community and Andean regional countries. The countries covered by the study will include Bolivia, Colombia, Ecuador and Peru. Trade SIAs assess the potential impacts of proposed liberalisation on all pillars of sustainable development in order to help optimise policy decision-making. Consultation with key stakeholders in Europe and Andean countries is an important component throughout the SIA.

Trade SIAs assess not only the more traditional aspects of economic impacts (for example on trade and output growth), but also on the non-trade impacts of liberalisation (for example, social, environmental and development dimensions). The EU-Andean Trade SIA will indentify the major economic and social implications of EU-Andean trade, noting the outcome of further market opening and regulatory convergence based on several scenarios. The SIA includes a quantitative analysis of Gross Domestic Products (GDP) components, an overview of the most significant industrial and services sectors, Andean’s external trade, existing legal and regulatory frameworks, labour market situation and environmental issues. Quantitative analysis will be enhanced by additional econometric and qualitative analysis. The project will also carry out detailed sectoral analysis and include a series of policy recommendations.
